Hey i'm curious if we install "Smart" package manager into the ubuntu,so
that user can install and handle any type of archieve.

Smart is on the radar of the developers. But you cannot use software that was
build for another distribution with your Ubuntu - the dependenices are still
there.

Furthermore smart is already available in our repository.
